Biography of Alexander Lyulko

Alexander Nikolaevich Lyulko is a Head of the Department of Industry, Innovation and Entrepreneurship of the Mayor's Office of Novosibirsk, a professor of Siberian Institute of International Relations and Regional Studies, a Candidate of Physical-mathematical Sciences, a professor of the UNESCO International Chair on Human Rights and Democracy at Moscow State University of International Relations.

A.N. Lyulko was born on 29 December 1959 inNovosibirsk.

In 1990 at the age of 30 Alexander N. Lyulko was elected for the first time to the Novosibirsk People’s Council of deputies. He assumed a post of deputy chairman of the Committee on Culture, Art, Physical Culture and Sports.

Since 1989 on Alexander Luylko’s initiative and with his direct participation a number of large image, spiritual and educational projects have been fulfilled in Novosibirsk:

-  Restoration of St. Nikolay’s Chapel - the Center of the Russian Empire, Alexander Nevsky’s Cathedral, the PokrovskayaChurch, the Holy Trinity Cathedral in the West district, etc.

- The First Siberian Congress of Russian Orthodox Youth was organized together with the Bishop of Novosibirsk and Tomsk Tikhon in Kolyvan (Novosibirskaya Oblast) in 1991. There were representatives not only from Russia, but also from Ukraine, the Russian Orthodox abroad, including a singer from Australia A. Shakhmatov, the Belikovs from Argentina, etc.

On Alexander Luylko’s initiative in Novosibirsk in 2010 the statue of N.M. Tikhomirov (one of the founding-fathers of the city) was set up, and in 2012 the statue of Tsar Alexander III (the founder of the Trans Siberian railway) was placed in the Park «Gorodskoye Nachalo» near the River Ob.  N.M. Tikhomirov finished the bridge construction across the Ob River, and constructed Alexander Nevsky’s Cathedral.

Alexander Luylko was elected four times to the Novosibirsk Council of deputies in 1996, 2001, 2005, 2010.

Alexander Luylko headed:

- the Commission on Industry and Enterprise Development in the Novosibirsk Council from 1996 to 2001;

- Deputy Commission on Municipal Property and Economic Development from 2001 to April 2005;

- the Commission on Municipal Property, May 2005 - April 2010.

The effectiveness of Alexander Lyulko’s activity can be proved by such facts as: for first 2 years of heading the Commission on Municipal Property and Economic Development, budget revenues from the largest wholesale clothing market increased 100 times in Siberia, from outdoor advertising – 5 times, etc.

On the initiative of Alexander Lyulko the presentation of Novosibirsk was held at the State Duma 8 - 12 December, 2008.

In October 2009, Alexander Lyulko became a member of the Russian delegation as an expert at the seventeenth session of the Congress of Local and Regional Authorities of the Council of Europe in Strasbourg.

According to the public opinion polls, Alexander Lyulko has been included in the list of 25 most powerful politicians in Novosibirsk since 1996.

Today, Alexander Luylko is a Head of the Department of Industry, Innovation and Entrepreneurship of the Mayor's Office of Novosibirsk.
