Biography of Alexander Lyulko

Alexander Lyulko is a head of the Industry, Innovation and Entrepreneurship Department of Novosibirsk Mayor’s Office from the first of July 2014.

A. Lyulko was born in Novosibirsk on 29 of December in 1959. He graduated in mechanical and mathematical faculty of Novosibirsk State University in 1982 and later he had completed a post graduate course. In 1989 he defended a candidate dissertation on algebra and mathematical logic. He had worked as a lecturer in Novosibirsk State University; also he worked as a research officer in Institute of Math and as a lead researcher in Institute of Philosophy and Law of Siberian Branch of The Russian Academy of Sciences. A. Lyulko was a counselor of a chairman of Siberian Branch of The Russian Academy of Sciences.

For the first time, at the age of 30 he was elected a deputy of Novosibirsk Regional Council of People`s Deputies in 1990. He holed the position of deputy chairman of Committee on Culture, Art, Physical Education and Sport.

From 1996 to 2010 Alexander Lyulko was elected four times to a Deputy in City Council of Deputies.

From 1996 to 2001 Lyulko headed the Commission on Industry and Entrepreneurship in Municipal Council. From 2001 to April 2005 he had headed Deputy Commission on Municipal Property and Economic Development. From May 2005 to April 2010 he was a head of Commission on Municipal Property.

Alexander Lyulko worked as an expert on the Russian delegation during 17th Session of the Congress of Local and Regional Authorities of the Europe Council in Strasbourg on October of 2009.

Nowadays, Alexander Lyulko is head of the Industry, Innovation and Entrepreneurship Department of Novosibirsk Mayor’s Office.  Department practice area includes industry of the city, science and universities, small business and position media advertising.
